Fang Jian listened to what Guanyin Bodhisattva said, his eyes moved slightly, and he said: "Bodhisattva, are you here to discuss the matter of the Buddhist Association?"

Guanyin Bodhisattva was a little surprised and said, "Did you guess it?"

Fang Jian laughed and said, "You can't possibly be here for those remnants of the Great Sun Sect in the Ten Thousand Buddha Caves, right? Even if it was for them, I've killed everyone, and it's too late now."

Guanyin said: "The monks of the Great Sun Sect are also my Buddhist disciples, but their teachings in the human world have deviated."

"To me, they are just remnants." Fang Jian smiled calmly.

Guanyin shook her head helplessly and smiled, then said: "Since you have already guessed it, then I will make it short. The Buddhist sect is willing to form a Buddhist association with Xitian Mansion."

Fang Jian asked, "May I ask the Bodhisattva, why didn't you agree before?"

Avalokitesvara Bodhisattva said: "Because the Buddhas and Bodhisattvas of my Buddhist sect have not yet reached an agreement."

"Oh." Fang Jian said, "So that's how it is. What a pity..."

Upon hearing this, Guanyin frowned and said, "What a pity?"

Fang Jian said, "It's a pity. If the Buddhist community had agreed before, we could have formed a Buddhist association, but now we really can't."

"Why not?" asked Guanyin.

Fang Jian said: "Because I don't want to."

"..." Upon hearing this, Guanyin stared at Fang Jian and said, "Fang Jian, do you really want to exterminate all the Buddhist disciples of Xiniu Hezhou?"

Fang Jian raised his eyebrows and said, "What are you talking about, Bodhisattva? How could I, Fang Jian, have such ability?"

"You are very capable," Guanyin said. "Even the Taiyi Golden Immortal is powerless before you. The Buddhist disciples of the human world of Xiniu Hezhou are just pieces of meat on the chopping board to you now."

Fang Jian said, "The Buddha is wrong. Human flesh is not tasty, and eating human flesh is against the laws of heaven."

"Don't play dumb." Guanyin pointed at Fang Jian with her bare hands and said, "Now that I'm here, are you going to build this Buddhist meeting?"

Fang Jian shook his head and said, "It's impossible to establish a Buddhist association now."

Guanyin Bodhisattva looked at Fang Jian, his expression suddenly softened, and asked, "Then what do you want?"

Fang Jian smiled, then looked at Guanyin and said, "The Buddhist Association will not be established now, but the Western Paradise and the Buddhist sect can jointly establish a 'Heavenly Law Discipline Institute', referred to as 'Heavenly Law Institute'."

"Tianluyuan?" Guanyin looked slightly surprised, then sat up straight and said, "Tell me in detail."

Fang Jian said, "This Heavenly Law Discipline Court, as the name suggests, is responsible for enforcing both Heavenly Law and Buddhist precepts in Xiniu Hezhou. Of course, the West Heavenly Palace is responsible for enforcing Heavenly Law, while the Buddhist sect is responsible for enforcing Buddhist precepts. The Buddhist sect has a Bodhisattva stationed there permanently, while the West Heavenly Palace is staffed by the Generals Destroying Altars and Destroying Temples. The Heavenly Law Court is under the jurisdiction of the West Heavenly Palace, which means it's under my command."

Guanyin pondered for a moment, then said, "That's how it should be. Then which Bodhisattva do you think Buddhism should send?"

Fang Jian smiled and said, "That is the business of the Buddhas and Bodhisattvas."

Guanyin nodded and asked, "Then how will this 'Heavenly Law Court' be managed, or how will the Heavenly Laws be enforced?"

Fang Jian said, "First of all, the Heavenly Law is above the Buddhist precepts. If a Buddhist disciple from Xiniu Hezhou violates the Heavenly Law, he will be punished according to the Heavenly Law first, and then according to the Buddhist precepts. At the same time, all Buddhist disciples from Xiniu Hezhou must practice the Heavenly Law together with the Buddhist precepts."

Guanyin was silent for a moment, then nodded and said, "But, is there anything else?"

Fang Jian said: "No, as long as they can follow what I said and Buddhist disciples can practice the Heavenly Laws as they practice the Buddhist precepts, it will be a great benefit."

Guanyin nodded and said, "Yes, I understand."

After saying this, Guanyin picked up the teacup and took a sip. Then he stood up and said, "Since that's the case, I'll take my leave now."

Fang Jian was slightly startled, then stood up and asked, "The Bodhisattva is leaving so soon?"

"I don't think you welcome me either. It's better for you to leave early to avoid resentment." Guanyin said with a smile.

Fang Jian laughed and said, "What are you talking about, Bodhisattva? How could Fang Jian not welcome the compassionate Guanyin Bodhisattva?"

After saying this, Fang Jian immediately took a step forward and said, "I'll send the Bodhisattva off."

"..." Guanyin Bodhisattva looked at Fang Jian in astonishment, then shook her head and smiled, just raised her hand and nodded at Fang Jian without saying anything.

After leaving the Western Paradise, Guanyin went straight back to the Great Leiyin Temple in the Western Paradise to report to the Buddha.

After hearing Fang Jian's conditions, Pilushi Buddha couldn't help but ask, "Let all my Buddhist disciples practice the Heavenly Law? Will they then be Buddhist monks? Or will they be immortal officials in the Heavenly Court?"

"It's the Buddhist monk from Ming Tiao." The Sandalwood Merit Buddha, who had been silent all this time, spoke at this moment.

The Buddhas and Bodhisattvas looked towards the Sandalwood Merit Buddha, who said, "It is not a bad thing to make my Buddhist disciples familiar with the Heavenly Laws."

When Sandalwood Merit Buddha said this, Vairocana Buddha's eyes suddenly lit up, and he thought to himself, "Yes, we can use the opponent's force to counter the opponent's force."

Since the Buddhist disciples of Xiniu Hezhou cannot resist the Heavenly Law and Xitian Mansion through normal means, why not use the Heavenly Law to fight against the Heavenly Law?

In the past, the Heavenly Laws were actually semi-transparent, and many gods only knew the general idea and knew what actions would violate the Heavenly Laws.

However, they don't know the detailed rules of the Heavenly Rules very well, so it is hard to say whether it is a good thing or a bad thing for Fang Jian to teach the Heavenly Rules in detail to Buddhist disciples.

As we all know, if you can't beat them, join them. If you want to resist something, and normal means and brute force don't work, then you have to understand it, or even join it.

As the saying goes, you can only launch a backstab after getting behind the opponent first.
