He noticed that the gun had been modified, probably to prevent civilians from finding it if it were lost. The magazine changer was very well hidden and difficult to spot.
Wang Lan found the switch and pressed it, and the magazine popped out from the bottom and fell to the ground.
He picked up the magazine and found it empty; the gun indeed only had 15 bullets.

This is the reload switch, and this is the safety to prevent accidental discharge…” He patiently taught Sun Muchen how to use the pistol. “Just take it. You can use it for self-defense, against enemies, or to defend yourself.”
"We have guns now!" Sun Muchen said happily, playing with his pistol.
Wang Lan asked, "By the way, why did you come down?"
"Oh no! I forgot about the important matter!" Sun Muchen's smile vanished abruptly. "Something's happened outside!"
