"Huh?" The colonel was taken aback, not understanding what Kuro meant.
Kuro took a sip of tea and asked, "Tell me, is that skin on you from the Navy or the World Government?"
"Sea, navy."
"What are the responsibilities of the Navy?" Kuro continued to ask.
"Maintaining world peace."
"Specifically?"
"Specifically..." The colonel paused for a moment.
"Specifically, it's about fighting pirates and protecting civilians."
Kuro said, "Besides that, don't meddle in things that aren't your business. I don't care what connections you have with the World Government, but remember, you're a Marine, not the World Government. The Revolutionary Army is managed by CP, and we don't interfere. What happens to the Revolutionary Army is none of our business. This document you have..."
With a flick of his wrist, Kuro sent the document flying from the colonel's hand and into his own.
"It was even sent by the World Government's CP agency, so what? CP is so great, don't you know I hate government officials and CP the most?"
Kuro glanced at the documents, then casually tossed them aside, sending them flying and scattering on the ground.
"The Marshal and the Admiral are responsible for communicating with the World Government. Other than that, we have no authority over any orders."
Kuro glanced at the colonel and said, "The old man is easy to talk to, but I am not. Unless the Five Elders give the order personally, nothing else concerns us."
Don't think about anything shady. If you have nothing to do, train and improve yourself. This ocean is getting increasingly turbulent; if it's not your business, then mind your own business.
