The silver-haired man reached out from behind her and pulled her into his arms.

Even if she's a rogue ninja, it doesn't matter; he'll bring her back to Konoha. As long as she reforms herself properly, he'll petition the Third Hokage to release her from prison early. Then, with no one else to rely on, she can stay obediently by his side.
