After repeated investigations and improvements to the plan, Anyang County submitted the plan and application for merging townships and towns to the Prefectural Party Committee.
After reading the plan, Li Chuanyou asked:
"This plan was arranged by Director Tan Chenggui, right?"
"Yes, he said that the central government arranged a pilot program in the province, and our county happened to catch up, so they arranged for us to come here." Secretary Wang Peizhong replied.

"They should be merged. In our Ganhe region, there are more than 20 towns with populations under 20,000, the smallest of which has just over 8,000. While small, they have everything they need. The township government offices and the seven stations and eight institutes have plenty of staff. The Civil Affairs Department's stance is to merge those with populations under 30,000. I think not only those with populations under 30,000, but also those with populations over 30,000 should be merged, as long as they have poor natural conditions, difficult economic development prospects, or limited urban construction."
Commissioner Sun Peiqing added.
"Our plan also takes this issue into consideration. Some areas with large populations but poor economic development conditions will be merged into towns with greater potential for economic and social development."
"Do you have any other requests?" Li Chuanyu asked.
"Our county has freed up nearly 100 township officials this way. Our idea is to absorb deputy section-level officials from the townships. Can some of the more experienced party committee secretaries and township heads in the regional functional departments absorb a dozen more?"
"We'll hold a standing committee meeting to study it. If it's successful, other counties can also make plans in advance and prepare."
