Chapter 147: Merger in Progress



The plan submitted by the Ganhe Prefectural Committee to the Provincial Civil Affairs Department soon arrived at the office of Vice Governor Liang. After reading the materials, Vice Governor Liang said to Director Tan Chenggui:

The eighth day of the twelfth lunar month is the day to prepare for the Chinese New Year. At nine o'clock in the morning, the Anxiang County Party Committee's conference room was filled with more than 1,100 cadres at or above the section level in the county.

The rostrum was filled with leaders from all levels of provinces, cities and counties.

The meeting was chaired by Secretary Wang Peizhong.

First, County Magistrate Sui Gang announced the regional opinions on the adjustment of administrative affiliations of individual villages, the provincial approval on the merger of townships in Anyang County and the establishment of towns. Then he announced that the secretaries and mayors of the merged townships could report to the Organization Department after the meeting and wait for work arrangements. Other township cadres would be uniformly managed by the merged township party committee, and the personnel and finances of the merged townships would be frozen. Deputy Commissioner of the region, Shen Congde, specifically expressed the region's opinion on the merger of towns and villages in Anyang County. After inspection, outstanding party committee secretaries and township heads can be transferred to work in the region's direct departments.

Deputy Director Liu of the Provincial Department of Civil Affairs explained the merger of towns and villages in Anyang County and the attitude of the provincial party committee and government.

After the meeting, Wang Peizhong and the deputy secretary in charge of party and mass work convened a special meeting of the party committee secretaries and mayors of the merged townships, and clearly pointed out that those who were assessed by the organization and considered competent for township work would continue to be employed, those who were incompetent or older would be arranged to work in the county, and those who performed outstandingly could be transferred to work in regional departments. Everyone wrote a work application on the spot according to their own situation to determine the next work direction.

Among the 20 principal officials in 10 townships, 5 relatively young cadres applied to continue working in the townships, 9 wanted to work in the county, and 6 planned to work in regional departments.

The result was unexpected. Wang Peizhong and Sui Gang initially thought that everyone was very eager to work in the region, but they didn't expect that most cadres still wanted to stay in Anyang County. The three people answered that Anyang County had huge development potential, and it would be better to work in Anyang than to work in the region. Besides, their family members, relatives and friends were all here, and they were all around 40 years old, so there was not much point in going to the region alone.

County Magistrate Sui Gang and Minister Li of the Organization Department also convened a meeting of party committee secretaries and mayors of another unmerged township. Each person was asked to fill out a survey form on their future work direction. The result was that more than half of the people wanted to continue working in the township, 16 cadres wanted to continue working in the township, 3 cadres wanted to work in the county, and 3 cadres planned to work in regional departments.

County Mayor Sui Gang also instructed everyone to maintain stability in township offices after returning, treat all office cadres equally, resolve any unstable factors that arise in any place as soon as possible, and report major matters to the county party committee and county government.

At 11 o'clock in the morning, the Anyang County Party Committee formed 11 working groups and rushed to the 11 merged townships to preside over a meeting of the merged agency cadres and rural cadres.

Each group has a member of the county party committee standing committee as the group leader, the deputy county head or the leader of the People's Congress and CPPCC as the deputy group leader, and cadres at or above the section level from the Organization Department, Civil Affairs, Public Security, Finance, Personnel, Agriculture and other departments as members, who supervise and guide matters related to the merger of townships.

Before the county meeting, the county selected these members to go to nearby areas for three days of special training. The Provincial Department of Civil Affairs and the above-mentioned provincial departments conducted relatively detailed training from the perspective of their respective functions, and also answered various anticipated questions from the working group. Each group conducted very serious and sufficient discussions to ensure the smooth completion of the merger.

Merging towns is not simply putting two towns together, it involves people, money, materials and other aspects.

Li Degang, the Organization Department's head, arrived at Honghua Township. He first read out the Provincial Civil Affairs Department's "Approval on the Dissolution of Honghua Township, Anyang County, and the Establishment of a Town," which clearly stated that the new seat would be Fushan Village, and that Honghua Township would be renamed Fushan Town. He also read out the provincial government's opinion on merging townships and towns, transferring the entirety of Hongshi Township to the jurisdiction of Fushan Town.

Everyone thought that the cadres of Hongshi Township might feel a little disappointed, but unexpectedly, the former mid-level cadres of Hongshi Township and the village branch secretaries sitting below all applauded and congratulated enthusiastically. Minister Li Degang pointed at a few cadres and asked:

"What do you mean by clapping?"

Among the three people, one was a mid-level cadre in Hongshi Township and two were branch secretaries. The cadres in the government office answered:

A branch secretary replied:

The cameraman standing at the meeting recorded the answers of the two people, and after editing, it was broadcast on the county TV station that evening. This was the real voice of the people, and some leading cadres also changed from initial misunderstanding, lack of support and even resistance to support.

The last item of the meeting was the unveiling of the Fushan Town sign. All participants arrived at the gate of the former Honghua Township Party Committee compound. The brand new Fushan Party Committee and Government signs had been hung on the two gate piers and covered with red silk.

Minister Li Degang and County Magistrate Zhao Yuncheng personally unveiled the plaque for the Fushan Town Party Committee, and then Li Degang and Sun Zongyuan unveiled the plaque for the Fushan Town Government.
