The transportation is backward. Except for a main road built by the county with a six-meter asphalt surface, the rest are gravel roads. The roads are bumpy and bumpy. When it rains, the water flows and the roads are full of potholes.
Due to the lack of reward and subsidy funds for desertification, 15,000 acres of the 18,000 acres of wasteland have not yet been treated. The county’s “one pig per capita” wealth-creation project has barely reached the level of one pig per household, and the development task is still relatively heavy.
The entire township lacks a single respectable enterprise. While a couple thousand people from nearby Honghua Township work there, an increasing number have left for other areas in recent years. Unlike Honghua Township, where the labor force remains largely industrialized, the local workforce hasn't fundamentally transitioned away from agriculture.
Due to low fiscal revenue, the three increases and five unifications of education surcharges have been collected all the time, and the burden on the people is heavy, and the proportion of the collected tail is getting higher and higher.
The government is still in arrears with three months' salary for government officials and more than one month's salary for teachers, and various year-end bonuses have not been paid in recent years.
As the collective accumulation of each village is very small, the salaries of village cadres have basically not been paid for two consecutive years. Some of the wealthier villages can only pay about 50% to 60% of the salary.

As for the three increases and five unified collections, the original Honghua Township is still collecting them. It is unreasonable for your Hongshi area not to collect them. Besides, there are rewards for participating cadres, and morale should be boosted rather than discouraged.
The fact that no additional education fees are charged also reflects the policy consistency of Fushan Town.
As for the development of the Hongshi area next year, Sun Zongyu thought that the focus should still be on accelerating the construction of transportation roads, pig farming, desertification control and building factories to stimulate employment of surplus labor.
