The announcement stated that Panda Takeout will no longer sign labor contracts directly with its delivery riders, and will instead entrust the management of its delivery riders to a third-party labor service company.

In the office of the Shenzhen Municipal Party Committee Secretary in the Shenzhen Municipal Government Building, Ye Guoqiang saw the news in the Shenzhen Evening News and slammed his fist on the table with a loud "bang".

After hearing this, Chen Xiyu nodded in agreement.
