After Joey finished speaking, he looked down at Digger, who was sitting on the ground, playing with pebbles out of boredom. He obviously didn't see Joey's burning gaze.

Joey pulled a map out of his pocket; it was the military map he had found while rescuing people in Saibanda.
The map clearly shows the territories occupied by the Alliance and the Horde, including areas under attack and neutral zones.
As for neutral zones, it's not that the people in those areas have actually chosen to remain neutral, but rather that, for various reasons, the territory has been temporarily abandoned by both the Alliance and the Horde.
"We can't go north for now, so our next stop will be..."
Joey's finger wandered across the map, finally stopping at a city in the south.
"Sandstone City!"
This neutral city is surrounded by endless desert. Sandstone City is built on an oasis, and there is only one road in and out of the city.
