Moreover, most of the contents of the current "Heavenly Law" are no longer used as specific rules for judging cases, but serve as a "general guide" for various heavenly realms and departments. In other words, the current "Heavenly Law" is actually the "constitution" of the Heavenly Court.
Article 1 of the General Principles: The General Principles of the Jade Laws of Heaven are the supreme and only "laws" ordered by the Jade Emperor to govern the Three Realms. The Jade Emperor has the final right of interpretation, review, and abolition of all the laws of the heavenly realms, departments, and divine offices within the Three Realms. No sect, force, or individual may violate them, otherwise they will be punished for "treason."
Article 2 of the General Principles: All the heavenly realms, departments, and divine palaces in the Heavenly Court that have the power to "rule and dominate" should establish their own "laws and regulations" under the guidance of the "General Principles of the Heavenly Court Jade Laws".
Article 3 of the General Principles: The supreme ruler of the heavens of the Three Realms and the Nine Directions Great Thousand Worlds is the 'Heavenly Emperor' appointed by the Heavenly Court. He has the highest authority below the Heavenly Court in the heavens, the Great Thousand Worlds, and all the heavens and worlds under his rule. Under the auspices of his Heavenly Emperor, he shall revise and establish the 'Heavenly Regulations' of the Heavenly Realm. The full title is "Regulations of the Heavenly Laws of the Great Heavenly Realm", hereinafter referred to as "Heavenly Regulations".
General Principles Article 4: The supreme ruler of the underworld is the "Northern Yin Fengdu Emperor," who holds the highest authority in the underworld below Heaven. Furthermore, the underworld, with the assistance of the "Northern Yin Fengdu Emperor," should revise and establish the "Underworld Law," hereafter referred to as the "Underworld Law."
Article 5 of the General Principles: The Heavenly Court shall revise and establish the "Regulations on the Orders of the Heavenly Soldiers and Heavenly Generals". All soldiers and generals directly under the Heavenly Court and those under the various sectors, departments, and divine palaces shall strictly abide by the "Regulations on the Orders of the Heavenly Soldiers and Heavenly Generals".
Article 6 of the General Principles: The Heavenly Court has established four major "Yuanfu" in the center of Daluotian, which are in charge of all affairs of the Heavenly Court. They are: Taishi Xiandu, Shenxiao Yufu, Shenlei Yufu, and Lingshu Yufu.
Article 7 of the General Principles: Taishi Immortal City will transfer all matters such as thunder tribulations and the test for becoming an immortal to the 'Ministry of Thunder'. From now on, Taishi Immortal City will be in charge of all general affairs of the Heavenly Court and will govern the main gods of each department, the Zhoutian stars, and the immortal officials. It is the highest authority central institution in the Heavenly Court and is under the overall supervision of 'Taisu Daozhen Zhongtian Doushu Xuantian Puhua Emperor'.
Article 8 of the General Principles: The Jade Palace of the Divine Sky is in charge of all government affairs of the Heavenly Court and the Three Realms, as well as the selection, appointment, promotion, and demotion of immortal officials, and is under the overall supervision of the "Emperor of Qingyuan Miaodao Zhaohui Rensheng".
Article 9 of the General Principles: The Jade Palace of Divine Thunder is in charge of the trial and execution of all criminal penalties in the Heavenly Court, monitors the good and evil of all immortals and cultivators in the Three Realms, controls the disasters and blessings of heaven, holds the balance of things, controls things and people, controls life and death, and controls all matters such as the immortal register, thunder disasters, and the assessment of good deeds. It is under the overall supervision of the 'Emperor of Xuanwei Fighting and Fighting Equal to Heaven Holy Buddha'.
Article 10 of the General Principles: Lingshu Yufu is in charge of all military affairs of the Heavenly Court, as well as the selection, appointment, promotion, transfer, and exile of heavenly soldiers and generals, and is under the overall supervision of the "Taiyi Zhongtan Xuanwei Zhenwu Emperor".
Fang Jian, Erlang Shen, Nezha, and Sun Wukong looked at the 'Heavenly Law' they had personally established, their faces filled with an incomparable sense of accomplishment.
"Everything is so clear." Erlang Shen said with a smile.
Sun Wukong said, "This is the true 'Heavenly Law', encompassing everything and governing all directions."
Nezha said, "But now there are only ten."
Erlang Shen said, "You can slowly replenish it later."
Everyone nodded, and finally Fang Jian said, "Then immediately issue an edict to promulgate the 'General Outline of the Jade Code of Heaven' and adjust all the systems, departments, and celestial officials of Heaven. Using the next court meeting as the standard, everything will be based on the new system."
After saying this, Fang Jian looked at Erlang Shen and the other two, asking for their opinions.
The three of them looked at each other, then looked at Fang Jian and said, "We have no objection. Let's just leave it as it is."
Therefore, the four Lingxiao emperors, led by Fang Jian, issued an edict, officially launching the first major round of institutional reforms in the Heavenly Court.
