Then there is the Great Emperor of Fengdu in the Northern Underworld.
Then came the Five Ghost Emperors:
Eastern Ghost Emperors Cai Yulei and Shen Tu, who governed the Ghost Gate Pass of Taozhi Mountain.
The Western Ghost Emperor Zhao Wenhe, also known as Master Wang, governs "Mount Baizhong".
The Northern Ghost Emperors Zhang Heng and Yang Yun ruled over "Mount Luofeng";
Du Ziren, the Ghost Emperor of the South, governs "Mount Luofu";
The central ghost emperors Zhou Qi and Ji Kang ruled over "Baodu Mountain";
Below that are the Six Heavens of Luofeng (the following are palace names, and the Six Heavens are the guardian deities of the palaces):

Then there are the Ten Kings of Hell, namely: the Eastern Jade Treasure Emperor Heavenly Venerable, the Southern Mysterious True Myriad Blessings Heavenly Venerable, the Western Supreme Mysterious Ultimate Heavenly Venerable, the Northern Mysterious Jade Palace Heavenly Venerable, the Northeastern Immortal-Crossing Saint Heavenly Venerable, the Southeastern Good Life-Saving Heavenly Venerable, the Southwestern Supreme Spirit Void Emperor Heavenly Venerable, the Northwestern Boundless Supreme Splendor Heavenly Venerable, the Upper Jade Void Bright Emperor Heavenly Venerable, and the Lower True Emperor Cave God Heavenly Venerable.
The Ten Kings of Hell, also known as the Ten Kings of Hell, are King Qin Guang, King Chu Jiang, King Song Di, King Wu Guan, King Yan Luo, King Bian Cheng, King Tai Shan, King Ping Deng, King Du Shi, and King Lun Zhuan.

Yama, the King of Hell, wields the power to boil and destroy in the cauldrons of hell.
King Biancheng – He wields the power of the Copper Pillar Hell, and his authority is absolute, punishing those who tread on his feet.
King Taishan – In charge of the Hell of Slaughter, the authoritative punishment of cutting with a knife.
The City King – who wields the power to control the train hell and run the city.
King Equality – who once wielded immense power, wielding the mighty authority that once ravaged hell.
The Wheel-Turning King – in charge of the Luo Feng Palace, weighing the strictness of the constitution.
Then there are Judges Cui Fujun and Zhong Kui, who wield the innate spiritual treasure Judge's Pen and the Book of Life and Death, and are in charge of judging the sins and responsibilities of souls in their previous lives.
Black and White Impermanence, Ox-Head and Horse-Face, are responsible for capturing and apprehending ghosts.
Meng Po resides on the Bridge of Helplessness, responsible for washing away the memories of a soul from its previous life.
After the soul is first brought to the underworld by the Black and White Impermanence or the Ox-Head and Horse-Face, it is handed over to the judge to judge the merits and sins of the person in life. Then, the King of Hell sends the person into the cycle of reincarnation according to the six realms of existence based on the person's virtues in life.
Xuan Tian pointed again, and instantly the Netherworld beneath Beiyin Mountain was divided into eighteen continents. These eighteen continents were the eighteen levels of hell, connected to the sea of blood. They were established to examine all things in the world and to determine their reincarnation based on their merits. People entered one of the six realms of existence based on their merits, while the most wicked in the world needed further punishment to repay their debts from their past lives before they could enter reincarnation again. Heaven is impartial, and rewards and punishments are clear. These eighteen levels of hell were set up for punishment. Each level was a vast, gray expanse of indistinguishable size, surrounded by the endless sea of blood, where countless souls howled and struggled. These eighteen levels of hell are: the first level, the Hell of Tongue-Pulling; the second, the Hell of Scissors; the third, the Hell of Iron Trees; the fourth, the Hell of the Mirror of Retribution; the fifth, the Hell of Steaming Cages; the sixth, the Hell of Copper Pillars; the seventh, the Hell of Knives Mountain; the eighth, the Hell of Ice Mountains; the ninth, the Hell of Oil Cauldrons; the tenth, the Hell of Cattle Pit; the eleventh, the Hell of Stone Pressing; the twelfth, the Hell of Mortar and Pestle; the thirteenth, the Hell of Blood Pools; the fourteenth, the Hell of Unjust Death; the fifteenth, the Hell of Crucifixion; the sixteenth, the Hell of Volcanoes; the seventeenth, the Hell of Stone Mills; and the eighteenth, the Hell of Sawing. Above these eighteen levels of hell is the Palace of Peaceful Mind, which governs the underworld and the six realms of reincarnation. On either side of the Palace of Peaceful Mind are five more palaces, which are the offices of the Ten Kings of Hell.
